I'm not entirely surprised to hear that User creation works in that way [or that any part of it could be called a 'glitch in the system']. Users have this power to create, but do not always appreciate or comprehend the result of their creations. Or how their actions affect what they've created.
The User in my system meant to make the programs that he did, but even so did not care much for them.
