He's propped the communicator up on a desk or something similar, facing him. You may notice he's looking rather red-eyed and his hair is dripping water onto his jacket.

No, they're making people want to stop, which is how I managed to extricate myself from both situations without spreading my entrails all over the pedestrian travel strip. It's like, I don't know, some kind of calming thing. I haven't really tested it since then.
