Just because this community has sporadically broke into a community of free thinkers, doesn't mean we have to lock them up. You think moving them to an even more unstable environment is going to help the situation. You're only trying to control the uncontrollable with your own totalitarian ideologies.

I don't think you can count the incidences as sporadic. We may have to lock them up if their "free thinking" causes them to be a danger to others or themselves. I don't agree that a hospital is a more unstable environment than the City.
