It's rather long to explain, but basically Domino was split in two by a disaster. One part became Satellite and the other became Neo Domino. Satellite is a really bad place to be, but it's home. The city doesn't care about us as they think we're scum.

Uh. I kind of took most of the City into another time stream with me, and wasn't sure how to get 'em out. It's called No Time—it's accelerated and shit, so when anyone stuck in the time stream reached out and touched somebody in regular time, they kind of, uh, shattered their bones.

You should probably be glad you missed that.
