Hey, guys, did you know there's no one keeping an eye on the jail cells? I just dropped off a bunch of perps, and the place was completely empty! So me and the boys had some sandwiches and a talk, and I let 'em go.

Hope they behave like they said they would.

You keep the criminals in jail until they prove that they're rehabilitated and can function normally. Rehabilitation doesn't happen overnight. Criminals won't stay in jail just because some idiot in spandex told them to.
